Smile Governor at 30

On July 8th of this year, Nikolay Tsukanov

the long-standing Governor of Kaliningrad

resigned from his position.

He had long been battling allegations of corruption, ties to local organized crime groups, and general incompetence, and Putin just was said to be sick and tired of him, period, at that point...

Putin then replaced him with Evgeny Zinchev


Zinchev was said to be personally loyal to Putin, as a fellow ex-KGB agent who worked as one of Putin's personal bodyguards at the FSO (our Secret Service) for many years


Putin has in recent times appointed former bodyguards of his to powerful positions.

FSO agent Aleksey Dyumin, for example

was awarded the rank of Lieutenant General

and made a Deputy Minister of Defense in charge of Russia's special forces (of which he is a veteran)


And in February, Dyumin was made Governor of Tula region


Tula is where most of Russia's defense industry is concentrated, by the way


Meanwhile, Viktor Zolotov, another old school ex-KGB man whom Putin has known since at least early 1990s, when Zolotov was employed as a bodyguard for St. Petersburg Governor Anatoly Sobchak, Putin's then boss and mentor

and who then followed Putin to Moscow and to the Kremlin, joining the new FSO and becoming his trusted head of the personal security detail

was made a full General of Army (highest combat rank in Russia today, we have no Marshals anymore, like there were in Soviet Union) and commander of the new 400,000-strong National Guard



One would have imagined Zinchev is yet another of these.

But, that was apparently not to be. Now Zinchev himself has suddenly resigned, and asked Putin to transfer to him to some other post, supposedly due to "personal family issues".

His replacement, announced just now, today, is one Anton Alikhanov


Alikhanov is originally from Abkhazia. He has worked for awhile in the regional government of Kaliningrad, achieving eventually the position of deputy head minister; and on July 30th, right after taking office, Zinchev made him the head minister.

He has a double degree in jurisprudence (law) and economics from the All-Russia State Academy of the Ministry of Finance, and is a Candidate of Economic Sciences (Candidate is the 2nd academic rank in the Russian system, before Doctor).

He is only 30 years old, making him, by far, the youngest among the various governors and other regional rulers in Russia, probably the youngest person to EVER hold such a title


Many people wonder what all this is about and why would Putin suddenly replace a trusted comrade like Zinchev with a young blood like Alikhanov. My opinion is (and I am not the only one who thinks so), is that Zinchev, an officer and security man, but one with little knowledge or experience with high-level financial matters, was simply unable to handle Kaliningrad and all its complex issues that, thanks to Tsukanov, go back years and years. I have read blogs quoting local officials over there who complained that new Governor Zinchev could not even read and understand the reports and documents about the region's economic troubles resultant from his predecessor's corruption. It would take a skilled and talented professional economist to dig through the crap over there and try to fix things, basically, someone like young Mr. Alikhanov...

Hopefully he can clean up Kaliningard. I wish him all the best. Always glad to see someone of my generation finally elevated to a powerful status in our country hehe

Nikolay Tsukanov has an elegant pen container on his desk in the first picture. Maybe Putin got fed up with him being so extravagant with his pen holders.

He has led quite a scandalous lifestyle.

Among other things, he is rumored to have been a client of Katya Gorlova

Nastya Monpasier became very well known on porn sites.

Then, she had a disagreement with some disgruntled client. The man retaliated by hiring a private detective to find out her real identity and then exposed her, including sent photos of his encounters with her to parents of children at her kindergarten.

Later, Governor Tsukanov both spoke out passionately in the girl's defense in the local media and, allegedly, used his authority to prevent any official investigation of her dealings. Which, naturally, gave rise to talk, you know

One wonders what his wife thought of it all...

But then, she herself is a former member of a Putinist youth group who met Tsukanov when he visited their camp, and slept with and married him for his wealth and political status Big miscalculation there

That affair with prostitute likely is what sealed the whole deal on Tsukanov for Putin, it disgusted him like many of us. That was the end of that idiot's career...
