Default Moscow new parking rules

From this month onward, all parking within the Garden Ring area is for pay only. It is 60-80 rubles per hour or 16,000 for a monthly and 160,000 rubles for a yearly permit.

These can be paid by either cash or bank card or by the special "parking card" you can buy

Certain categories of citizens, including invalids, veterans of wars, and others, will receive prepaid parking cards free of charge, as a benefit from the government.

Since the 1st of November, a new agency was formed to enforce the parking rules, the Moscow Administrative Traffic Inspection (MADI, now commonly referred to as the "Parking Police")


Between then and the 3d of December, MADI has handed out 40,000 violation fines for a total sum of 117,000,000 rubles to the city coffers

So Moscow has just invented parking police? (aka "Green Hornets" in most western cities).

That monthly pass looks expensive - my internet conversion says thats $500 USD per month.

Something needed to be done. It is insane here, there are many more cars than available parking, and so people had been parking everywhere, even on sidewalks



Pedestrians have nowhere to walk, because all the space is taken by parked cars



Plus, all the cars left snow plows unable to properly clear roads in winter, which is why, now, if your car interferes with the snow plows' work, it will be taken away


I think the Mayor, Sergei Sobyanin, made the right decision. It is time to manage this chaos.

Well, the car "evacuators" have been around for a couple years now. As far as parking tickets, I assume you mean fines, that is new, yes.

Look, before the modern system came into place, the parking situation here was total anarchy. Instead of these nice machines, you had to pay, always in cash, to parking security or attendants, and many of these parking lots were not even legal, with just some guys in plain clothes, probably gangsters, many of them certainly look like it, collecting your money from you

It was insane. Something had to be done.

Even now, just hours ago, a man here was killed over a parking spot. Quarreled with another driver, that one pulled out a rifle and shot him dead. Then, tried to flee, but was disarmed and detained by passersby, who handed him over to the police when they arrived. He had injuries on him too, the men who caught him said he resisted and they had no choice but to subdue him.

Not the first such incident here. Back in 2012, for example, a 17 year old boy shot and killed a man with his father's shotgun, after the man and his friends were threateneing the father over a parking spot: http://www.themoscowtimes.com/news/a...ot/460110.html

It is a very serious situation here, with parking...
