But at the same time, every time someone suggests something (as I have) there are always plenty of valid objections, which people can raise if they want to.

Your problem is easily solved - the visiting-old-people-scheme could be part of a wider scheme, whereby all unemployed people are required to do community work. (British PM David Cameron was looking into a similar scheme) Some work could be cleaning litter in parks, other work could be cleaning canals, and other work could be my visiting-old-people scheme. The participants in the visiting-old-people scheme would have to have the right personalities for this scheme.

And bang goes your objection. (you'll raise another no doubt)

The problem is that Putin thinks that as long as people are scared of him, he's doing a good job, when in reality, Russia has turned into a worse place during his long time in charge of things.

Shame on Medvedev, for doing Jack Shite about it, while president.
Medvedev is a nobody, he has no real power. Could not do anything even if he wanted to. He ordered the 58th Army to pull out from Georgia back in 2008, and the generals in charge there simply ignored his order, and waited until Putin phoned them and gave the same order, then they pulled out as ordered. The generals knew even back then who is still the real Supreme Commander.

As for the treatment of the old, yes, it is appalling. The Homes for Elderly Citizens here are hellish places. There are maybe two upscale ones, used by older relatives of the rich and powerful. The rest are these prison-like institutions mostly run by the Orthodox Church

These, most of them, do not adhere to fire or any other safety regulations, conditions are sub-human. But, they thank the Church, those people in there, and their families, because if not for those, they would have nowhere at all to go, these poor old people. In the last two years, there had been at least 6 serious fires in Homes for Elderly Citizens.

1 in Republic of Komi - 23 dead
1 in Tula oblast - 32 dead
1 in Stavropol krai - 12 dead
1 in Krasnodar krai - 63 dead
1 in Tver oblast - 9 dead
1 in Republic of Mordovia - 10 dead

This is just that we know of. Hundreds of institions for the elderly in this country that have no fire alarms, no extinguishers. I will not even speak of any sort of sprinkler/suppression systems. If there are emergency exits, they are filled with junk. Inside, people are smoking in their beds...

This is why in my family, we'd never put our elders into any of those horrible places. We care for our grandparents ourselves. Cannot trust the government or the Church.

MeMyselfandI, I am talking about the old people who die, and are only found dead because of the smell. This has nothing to do with old people's homes.

Also, I'm not talking about charity, but about the state taking some positive action for the elderly, who have paid so much into the state through their long lives.

There are unemployed people, and most of them will be capable of popping in to see an old person once a week, and doing a bit of shopping, cleaning etc, but first and foremost making sure the old people are okay.

What is wrong with this idea - it would make the unemployed feel that they were doing something for their country?

Nick, at this point, we Russians have learned this about our State: whenever it tries to do something good for the people, it always fucks it up, and, in the end, makes our lives worse and/or more difficult then they were before. So, at this point, we would rather the government just waged wars against terrorists, shook fists at Georgia, Ukraine, and whoever else it wishes, and kept itself out of our private affirs as much as possible. Let us take care of ourselves by ourselves. We cannot do much worse at it then the Kremlin.

With respect, when has it actually ever tried to do something good for the people?
