Yes, an action that is more 'theatrical' than serious. If it was serious, Obama might have done it before becoming a lame-duck. Doing it now as a lame-duck, any political hit for doing so is zero.

So yes, too little, too late, and purely symbolic.

In three weeks the Harbinger of Armageddon, the Herald of the Apocalypse, the Anti-Christ is taking office so anything Obama does now is futile. Especially so since the only 'plan' seems to be to specifically undo Obama's entire legacy.

Sorry to bust your bubble, but Trump as President was the choice of 62.9 million American voters as well as most of the US mass media, Washington establishment and by the Republican party establishment.

And US election rules clearly state that the President MUST win a majority of the Electoral College. That's it. Winning the popular vote total is irrelevant.
