When is an Attack not an Attack?

Apparently when it is a Bloody Nose Attack, according to some who claim to believe that the North Koreans, Chinese, and Russians will accept that opinion:

I do believe that President Trump and the US military senior command are stupid and foolish enough to do this.

And they are doubly stupid and foolish if they don't realize that ANY attack vs N.Korea will instantly and automatically escalate to all out war and possibly involving nukes.

No doubt about it, Trump is stupid and belligerent enough to do this.
